The project commenced in early 2021 when O4A was retained to consider the renovation and expansion of an old Aquatic Centre in the heart of Tsawwassen, BC. The project ran through various iterations and included consideration of renovating and expanding the existing facility with new gymnasium and aerobic studios and support spaces. It quickly expanded to consider development and programming for a new facility on the same site with design options for both a 25m and 50m competition pool.

The project continued to evolve and O4A contract was extended in late 2022 and early 2023 to conduct staff and program manager workshops and identify key issues for consideration in developing a range of renovation options to the existing Winskill Aquatic Centre Facility. In late 2023, Delta City Council decided to invest in a significant project aquatic centre with consideration of both a major renovation or new facility. O4A again was requested to develop options for both facilities including working with a construction manager, landscape architect, and sport field planner to develop a range of options for both.
